Posts in the ground on isolated footings, not a continuous frost wall under every foot of perimeter.
A post-frame building carries its load on columns set at intervals, usually six to eight feet apart, bearing on isolated footings. A stick-framed building carries load along a continuous wall sitting on a continuous frost wall and footing.
The consequence is that post-frame uses much less concrete, which in a place with a 36 inch frost requirement is a real saving. It also spans further between supports, so a wide clear interior is cheaper to achieve.
The trade-offs are equally real. Insulating a post-frame building well takes more thought, because the structure interrupts the insulation plane in a way that stud walls do not. Finishing the interior to a domestic standard costs more of the saving back. And in a residential neighbourhood, a post-frame building often looks like what it is, which is fine on ten acres near Amsterdam and less welcome on a platted lot in an older part of Bozeman.
So the rule of thumb is about span, finish and setting. Wide, plain and rural favours post-frame. Narrow, finished and residential favours stick framing.

Choosing
The clearest case is a large, mostly unheated building on acreage. Equipment storage, hay, a tractor, a boat, a workshop that gets heated occasionally. In that use, post-frame gives you the most enclosed volume per dollar of anything we build.
The second case is clear span. If you want 40 or 50 feet of open interior with nothing in the middle, post-frame gets there more economically than a stick-framed building with the same span.
The case against is finish. If the building will be heated year round, drywalled and used like a room, the insulation detailing and the interior framing eat into the saving. At that point a stick-framed shop is often the better building for a similar number.
The other case against is context. Where a building sits close to a house that it should visually match, or in a neighbourhood with design expectations, post-frame is harder to make look right.

Before you commit
Is there a slab, and when does it go in? Post-frame buildings can be built over dirt, gravel or concrete. A slab poured after the building is up is a different job from one poured before, and the choice affects the column detail.
Will it ever be heated? If the honest answer is maybe, the insulation strategy should be designed now even if the insulation goes in later. Retrofitting insulation into post-frame is more awkward than into stud walls.
What does the snow do to the roof? Wide spans and low pitches accumulate. Truss design comes from a site snow load value, and on a bench or canyon parcel that value can be double the valley figure.
Does it need to match anything? If the answer is yes, look hard at stick framing before committing. A post-frame building can be dressed up, but the underlying proportions are different.

The saving narrows sharply once the building is insulated, drywalled and heated.
Inside city limits, yes. On unincorporated Gallatin County ground, a private storage or garage building for the owner's own use is exempt from the state building code, and the county does not run a certified program.

Yes, and it is common. The thing to plan for is insulation continuity, because the columns interrupt the insulation plane. Done properly it performs well; done as an afterthought it is a cold building with condensation problems.

It depends entirely on the detail. Modern post-frame construction uses treated laminated columns, and many builds now set the column on a concrete footing with a barrier or use a bracket system that keeps wood out of the soil altogether.
Ask what detail is being used. It is the single biggest factor in the building's lifespan and it is easy to specify up front.
