Frost depth follows the City of Bozeman published requirement, which we treat as the regional standard because the ground freezes the same depth on either side of a jurisdiction line.

Emigrant sits in Paradise Valley on the Yellowstone River at 5,112 feet, about 30 miles north of Yellowstone National Park on US 89, between the Absaroka Range to the east and the Gallatin Range to the west. Emigrant Peak rises to 10,915 feet directly above it. The 2020 census recorded 465 people, and nearby Pray adds roughly 600 per the county's community profile.

Two physical factors dominate building here, and neither is snow.

The first is wind. The National Weather Service has documented the Paradise Valley regime in technical detail: cold, stable air draining out of the valley from terrain some 3,000 feet above the valley floor, accelerating where the terrain support ends and reinforced by a lee-side surface trough under a capping inversion. Gusts as high as 75 mph and sustained winds over 50 mph were recorded in a single January 2002 event, and sustained winds in this regime can exceed 55 mph. That is a design input, not a weather anecdote.

The second is wildfire. More than a million acres of Park County have burned in the last three decades, and a 2012 fire destroyed five homes and several outbuildings. The county grew 12.5 percent between 2000 and 2015 under Yellowstone gateway development pressure, pushing more building into fire-exposed ground.

Most of rural Park County is unzoned. Only five citizen-initiated districts exist countywide, county-wide agricultural zoning was postponed indefinitely in 2022, and a new Suce Creek district south of Livingston received preliminary approval in 2025. Park County Planning administers subdivision, zoning where it exists, and floodplain permits, which matter on riverfront parcels along the Yellowstone.

Enough to change the framing details. The National Weather Service documented gusts as high as 75 mph and sustained winds over 50 mph in a single Paradise Valley event, with sustained winds in this regime capable of exceeding 55 mph.

The response is hold-downs, a proper sheathing nailing schedule, engineered truss-to-wall connections and a wind-rated overhead door. The door is the largest exposed surface and the usual failure point.

Do I need a permit in Emigrant?

Most of rural Park County is unzoned, so usually no zoning permit. Park County is not a certified building code jurisdiction, so a private garage built for the owner's own use is exempt from the state building code.
