Frost depth follows the City of Bozeman published requirement, which we treat as the regional standard because the ground freezes the same depth on either side of a jurisdiction line.
Norris sits at the junction of US 287 and MT 84 in Madison County, at roughly 4,850 feet. The 2020 census recorded 46 people. It is a census-designated place and an unincorporated community, and it is genuinely tiny. There is no benefit in writing three paragraphs about a community of that size, so this page covers what actually matters for building there.
Hot Springs Creek drains through to the Madison River, with the Tobacco Roots to the west. The area is hilly and relatively arid, used mostly for farming and ranching. Nearby are Norris Hot Springs, the MSU Red Bluff Research Ranch about two and a half miles east on Highway 84, and the Beartrap Canyon unit of the Lee Metcalf Wilderness.
For building purposes the picture is simple. Madison County has not adopted zoning regulations, so there is no zoning district and no land use permit. Madison County is also not a certified building code jurisdiction, so the state has authority, and state law exempts a private garage or storage building built for the owner's own use. What remains is septic, administered by the Madison County sanitarian, which requires a permit for all systems and a county-licensed installer, plus floodplain and subdivision regulations where they apply.
One useful piece of local data: the Norris station, at the Madison powerhouse, is a published Montana snow load station. At 4,745 feet it records 34.9 psf. That makes it one of the better reference points in Madison County, and it is why the number turns up on the Ennis page as well.

Floodplain and subdivision regulations still apply where relevant. That is close to the lightest permitting environment in this part of Montana.
You are relying entirely on the builder, which is exactly why the specification should be written down. Footing depth, slab thickness and reinforcement, truss engineering to a site snow load, and the electrical standard all belong in the scope rather than being assumed.

It is a station value rather than an adopted design load, so we still pull a site figure for the parcel. Montana also sets a floor of 30 psf design roof snow load after reductions.
People do, mostly working shops and equipment storage on rural acreage. The building itself costs the same. Distance affects scheduling and delivery, and where it changes the price we say so before you have committed anything.

The state building code exemption is written around a private garage or storage building for the owner's own use, not part of a commercial enterprise. A building tied to a business falls outside it, so the building code applies and a state permit becomes relevant.
With no county zoning, the use itself is less constrained than it would be in Gallatin County. Confirm the code position with the state Building Codes Bureau before you build.
